As Rome, it's the opposite - military recruitment should be spread out along your borders, ideally in regions that lack your culture and population. Unless you’re playing as Rome, military province should have your culture before you conquer it so that you have plenty of 1st and 2nd class citizens waiting for you upon conquest. Elsewhere, focus on food, libraries, and trade resources. If you have one or two of the first tier economic provinces below, spec those for commerce and income. So a more efficient system is to pick a few, focus on just what you need, and leave the rest. That isn't because any given province couldn't earn you income if you build it up, but rather that you don't need more than 1-3 income provinces for fund your empire, and by trying to do everything, everywhere, you'll run into food shortages, public order disasters, and empire maintenance problems. The key to province management is to focus your resources on specialization. (I'll continue to update this as I have time, so please check back for more later).
